This is the fifth instalment of !26297 (closed) (closed) broken up into more manageable parts.

As part of the effort to migrate MuonIdHelperTool to a service, this MR changes access to the Muon IdHelpers (RpcIdHelper etc) to go through MuonIdHelperTool instead of the detStore.

Ran tests q221 and q431 locally.
