Tidying of G4AtlasAlg and TransportTool
This merge request merges the code from the G4AtlasSvc directly into G4AtlasAlg and TransportTool. It also tidies up the syntax for specifying configurable properties of the two classes.
It builds on the changes in !27599 (merged).
