Towards LAr Digitization Config Agreement

Rupert Tombs requested to merge rtombs/athena:DigiLArPileUp into master

Teach the new style LAr digitization configuration to produce results closer to the old style equivalent. This includes new configuration for the LArDigitThinner algorithm.

Without comparison tests yet due to ongoing issues discussed in !27722 (closed) and ATLASSIM-4339.

Follows on from !27858 (merged).
