TrigConf2COOLOnline: Delete obsolete package

Standalone application to write trigger configuration to COOL/IS is no longer needed (see ATR-19823, ATR-20641).

Hi @fwinkl is this really already necessary. Could we not wait until we migrated everything? Cheers, Joerg

But the current version is not usable, or is it? We can certainly wait if you consider re-using this package. Otherwise the code is in the 21.1 branch of course.

coming back to this. I think we will still need this package. Someone has to write the SMK (and for convenience the release version) to COOL. Or do you have another place in mind for this?

I thought we discussed that this would also be done by the CTP via your library? If it was more information I would agree to have a separate executable. But it's just two extra numbers that need to written during configure.

How does the CTP access the HLT Release Version?

Via OKS. I thought one could add a helper function into https://gitlab.cern.ch/atlas-tdaq-software/TrigConfCool that the CTP calls. But no strong opinion either way. Whichever you think is easier.
