Hi,

this MR is a manual sweep of !29194 (merged) into 21.3 and 21.9. It does some general cleanup (using MuonIdHelperTool, ATH_ macros etc.) and adds some safety checks (e.g. against nullptr) to MuonLayerHoughAlg, MuonPatternCalibration, NSWPRDValAlg.
