Use RpcCablingCondData in TrigT1RPC (ATLASRECTS-5430)

Hi,

this MR uses RpcCablingCondData instead of IRPCcablingSvc in TrigT1RPC and moves from PADpatterns* to PADpatterns in TrigT1RPClogic as requested in the review of !29635 (merged). It partially addresses ATLASRECTS-5430.
