TrigP1Test: Fix for preloaded ART tests

The preload_build tests were missing the eventsPerLB argument. This meant that the LB of the input file never got increased and as such the test was blind to certain conditions algorithm failures (e.g. ATLASRECTS-5467, this test will now fail until the ticket is resolved).

Also fix the script to create renumberd bytestream files to take into account the lumiblock increment.
