Include online monitoring in trigElectron factories

This MR is to implement a place holder for the online monitoring to be configured for precision reconstruction of electron Triggers as discussed in ATR-20304

The line where monitoring is set on the topoEgammabuilder instance is commented out because that needs a modification of the corresponding egammaAlg being taken care by @eegidiop also discussed on that ticket.
