21.9: Update RD53B encoding tool to proper quad module description
This MR includes the changes needed to adapt to the proper description of quad modules (!33354 (merged)).
It includes as well a fix to the PixelDesignBuilder, where the total number of rows are used to construct the PixelModuleDesign instead of the number of rows per chip.
