LumiBlock: cmake cleanup, flake8, thread checker

Some cleanup of packages under LumiBlock/

  • cleanup cmake configuration (mostly removing atlas_depends_on_subdirs) and update link dependencies
  • enable flake8 where relevant
  • enable thread checker where it passes cleanly
