remove the rest of RegSelSvc in MS

The rest of RegSelSvc in MS are removed because it is less used and the RegSelSvc needs to be replaced by RegSelTool for the MT migration.

I request this to remove RegSelSvc in MS and finish MDT cabling Svc MT migration as much as possible. The last ones in MS will be the muon RawDataProvider since it can not use the RegSelTool at the moment !34838 (closed)
