WIP: Move Athena packages to the new GeoModel monorepo in Externals

Riccardo Maria Bianchi requested to merge rbianchi/athena:master-new-geomodel-monorepo into master

This MR has to be merged only after atlasexternals!745 (merged) will have been merged.

The MR move all packages using GeoModel to the new atlasexternals/External/GeoModel package, which builds the new GeoModel monorepo.
