allow skipping of Strip dictionary generation, as for pixels

Nicholas Styles requested to merge nstyles/athena:21.9-stripDictOverride into 21.9

Fixes issue here wherein a strip dictionary was always created on the fly (potentially clobbering a present local version) regardless of python configuration.
