Updating truth jet configuration for DF_MCT

This updates to a more explicit jet configuration style, avoiding use of the jet tool manager and so on. Note that much of the code is still disabled, but this should not affect the output of PHYS derivations, and should only be a step in the right direction here. Both TRUTH and PHYS derivations should still be working with this MR in.

This is the last big chunk of !37659 (closed), and some little switches will remain after this is merged.
