21.9: Fixing various geometry overlaps (ATLITKSW-132)
This MR provides the needed code changes to fix various overlaps in the ITk geometry associated to the tag ATLAS-P2-ITK-23-00-01. They apply mainly to the inner system (both barrel and endcap) and the outer endcap system. As changes to the XML require a new XML version, these changes will not affect previous geometry tags.
