Hi,

this MR is a manual sweep of !38447 (merged), !38599 (merged), !38704 (merged) and !38801 (merged) to 21.3 and 21.9. After this MR is merged, one should be able to process the ATLAS layouts ATLAS-R3S-2021-01-00-01 and ATLAS-R3-2021-01-00-01 in 21.3 and 21.9.
