ConfigSettings: Change eta and phi for bjet

Benjamin Philip Kerridge requested to merge bkerridg/athena:master-LRTConfig-revertnonLRT into master

This change sets Bjet eta and phi to 0.4, 0.4 as before rather than using the slice settings value. Also removes some additional signatures which are unnecessary.

This change corrects an unwanted change in MR !38628 (merged)
