Migrate Muon Raw Data Decoding to use Region Selector Tool

Migrating the Muon RawDataProviders to use the Region Selector Tools instead of the old RegionSelectorSvc (ATR-22477), and updating the trigger configuration accordingly (the region selector is only needed in the seeded decoding used in the trigger).

This merge request affects 2 packages:

Hi Savanna, I do not see changes in newJO area (maybe I missed them). But the test just works. Does that mean that in newJO test the c++ defaults are sufficient? Have you had a look at the chain counts?

Hi Tomasz, at the moment the BS decoding for the newJO is in the full detector, so doesn't use the region selector. So probably the configuration for the new JO will need to be updated as well, but I was planning to do this once I switch to the seeded decoding to check that it actually works properly (will do this only after this MR goes in so it's easier to check). Indeed, I did check the chain counts for the newJO test, and they're fine.
