Patch for running MC TriggerDB from SQLite (attempt 2)

This is a second try of !38265 (merged). The original issue was discussed in ATR-22123.

After the MR was accepted a problem was found when running the TrigConf2COOLApp on the grid (described in ATR-22493). This was also addressed.
