Draft: Migrate TrkMaterialProviderTool to use the tracking cond Alg, plus bugfixes

This is a little bit of a bigger MR, so apologies.

The main things are:

  • migration to ConditionsAlg : this I think is a little controversial, since this adds the CondAlg in MuonRec_jobOptions.py. This needs to be here so standalone Muon tests work, but it should certainly be in InDetRecExample too.
  • important bugfixes for crashes when using the GX2 instead of iPatFitter (see !39084 (closed)) and a mistake I introduced with the loop.

There are some more minor changes such as removing a copyright statement.
