add default alignment folder for ITk strips

Following !39606 (merged) this previously always present folder should now be explicitly added where needed.

For the moment the ITk strips uses this as a default folder - will be revisited once the plans for ITk alignment folder scheme are clearer. For the moment this is required to avoid errors.
