IDPVM TracksInJets update
While backporting the tracks in jets monitoring plots in 21.9 with !39795 (merged), I noticed some configuration flags were not fully propagated through IDPVM, resulting in the systematic creation of TracksInJets and TracksInBJets directories in the output files, with potentially empty plots. With this update, the directories are only created when needed.
