L1Topo muon flags

Paula Martinez Suarez requested to merge paulama/athena:L1TopoMuonFlags into master
  • Add new TGC and RPC muon flags (see MR!39445, ATR-22574) to muon TOB and generic TOB.
  • Add sector name information to muon TOB and generic TOB to avoid ambiguity in the case that the flags are undefined.
