[ATLIDTRKCP-325] Activate high-ET hadronic ROI-seeded 3-prong recovery

This MR will activate the usage of hadronic ROI to seed an efficiency recovery for dense environments (in particular, 3-prong taus, but also b-jets) within the ambiguity solver. The corresponding feature was introduced in !39195 (merged).

This change intentionally breaks the performance freeze, hence the delay between !39195 (merged) and this MR. A physics validation in https://its.cern.ch/jira/browse/ATLPHYSVAL-734 confirms the desired positive impact on high-pt hadronic performance, without impairing the other client. Following this, the activation of the feature was agreed at the March 30 reconstruction group meeting.
