[ATR-23129] Bugfix to offline trigger in reconstruction of Run3 data and MC

Tim Martin requested to merge tamartin/athena:simplifyMTTrigMenuWriter_v2 into master

This follows on from !41940 (merged) and !41992 (merged) - it fixes two bugs which were introduced last Friday, both of which affected the reconstruction of Run3 data/MC.

Marking bugfix and urgent as this is required to perform the next HLT reprocessing.
