Revert: use LVL1ConfigSvc if only LVL1 information is required

This reverts merge request !44084 (merged).

Change of TrigConfigSvc -> LVL1ConigSvc causes problems in several Tier0 tests (ATR-23594). This needs further investigation. Reverting it for now.
