Seed jet chains from fsnoseed

Tomasz Bold requested to merge tbold/athena:seed-jet-chains-from-fsnoseed-2 into master

This is follow-up of the MR !42027 (closed) It changes how the jet chains are seeded (i.e. now from HLTNav_FSNOSEED collection). Since the data is processed with resimulated L1 no count changes were expected and this is indeed the case.

@dzanzi - can you please pilot this MR for a quick merge. Else it will catch conflicts because quite many chains are touched. FI @tamartin @valentem
