TrigDecisionCnv: revert back to using HLTConfigSvc
In !44144 (merged) we changed the navigation converter to use the
xAODConfigSvc. However, not all information (e.g. sequences) is
available in the converted JSON menu format. Revert back to using the
HLTConfigSvc.
