Workaround to allow ATLFAST3 jobs to temporarily use the TrackingGeometrySvc

ATLFAST3 has not been migrated to use the TrackingGeometryCondAlg approach yet, so this merge request adds a temporary workaround to keep the jobs running while the required experts are away. See ATLASSIM-5339 and !45281 (merged).
