This merge request contains a minimal set of updates necessary for unit tests run as part of the CI to continue to pass after the changes in !45356 (merged) are merged. It does not attempt to update all uses of the tags mentioned within the repository, so some ART tests may still see different output after !45356 (merged) is merged. Developers should check the ticket below for suggested tag conditions changes if necessary. Some updates to the CI test definitions in https://gitlab.cern.ch/atlas-sit/CI may still be required also.

!45356 (merged) being merged.
Update CONDBR2-BLKPA-2016-12 to CONDBR2-BLKPA-2016-12-01 and
update CONDBR2-BLKPA-2018-03 to CONDBR2-BLKPA-2018-03-01.
