This merge-request addresses some of the comments received in !45146 (merged) which also applies to the CA-based tracking configs to be used for Run 3 (not yet in use). In particular, Cfg methods are now consistently returning ComponentAccumulator objects and CondAlg producing pixel or SCT conditions object are set when appropriate.
