Interface and implementation for tof correction tool
As discussed in today's USI meeting, this is the first part towards a running reco in HGTD, split off from MR 45487
The tool implements the time of flight correction necessary to compare track times with each other after the track-time assignment. A simple straight line/speed of light assumption is made, which has been used for the HGTD TDR results and is known to cause slight over-corrections. Future implementations of the tool will include a track path/pT dependent TOF correction.
