[ATR-24001] M9 Cosmic chains -- clean for patch

Follow up from !45930 (closed), trying to keep as a clean patch on 22.0.42. Branch includes/requires !45424 (merged) for LAr noise burst (commit 9a008215).

Some chains omitted due to incomplete info/errors, incl larps, egamma perf.

Note: Probably does not matter if the chain is not runnable yet, but I had to reconfigure this again as HLT_noalg_LArPEBCalib_L1LAR-ZEE going to LArCells stream, as LArPEB expects to receive RoIs.
