Configure global Heavy Ion reconstruction in new jo

This MR contains several pieces needed to get the HIGlobal reco

  • move HIRecConfig to the right place
  • rename of the HIRec flags to HeavyIon
  • addition of HeavyIon.Global flags (only those that seem used)
  • HIGlobal (HIEventShape making)
  • self test
  • Configuration of the CaloTower making

Followups that will be needed (forward i.e. MBTS) conversion to xAOD format needs to be configured).
