Configure global Heavy Ion reconstruction in new jo
This MR contains several pieces needed to get the HIGlobal reco
- move HIRecConfig to the right place
- rename of the HIRec flags to HeavyIon
- addition of HeavyIon.Global flags (only those that seem used)
- HIGlobal (HIEventShape making)
- self test
- Configuration of the CaloTower making
Followups that will be needed (forward i.e. MBTS) conversion to xAOD format needs to be configured).
