Refactor jet preselection configuration into new module/helper

Trying to deal with ATR-24766 in a more robust way that also lends itself to setting up other preselection criteria.

This sequesters the preselection chainDict used solely to configure the jet hypo tool, so that it cannot conflict in chain merging/alignment.

Making a note that we had defined "preselection steps" in the manual CF test that actually configured the hypo with the standard chain dictionary. The corresponding chains now needed to have 'presel' added to their names such that the hypo was configured more sensibly.
