Modify the gFEX Jet EDM to return phi index in L1Topo range

With this MR the method iPhiTopo() is added to the gFEX Jet EDM to return the tob phi index in L1Topo range [0, 127]. Additionally, phi_gFex() is updated to take into account changes introduced with !50633 (merged).
