ATR-25305: Raise Phase-I jJ thresholds to match jFEX calibration
!51752 (merged) added calibration to jFEX small-R jets, so with the L1 thresholds held the same, the Phase-I jJ trigger counts increased substantially. This MR removes the temporary mapping of nominal Run 3 thresholds to uncalibrated Run 2 thresholds.
More tuning may be needed to achieve the target performance, but this should improve transparency and restore the L1 counts to be closer to what they were intended to be. The addition of the calibration also means that we can revisit the L1Topo jet thresholds, as the corresponding observables will have changed as well.
