Enable HLTMonitoringAccess in python now MonGroup access is implemented
Update getHLTMonitoringAccess in TriggerConfigAccess.py as HLTMonitoringAccess implemented in !53322 (merged) (ATR-23720)
Will still fail where there is no MonGroup uploaded to the DB, changes are needed before MonGroups can be used in a trigger reprocessing
Also fixed typo in getHLTPrescalesSetAccess
