Adding optional skipAmbiguityCut property in Photon selector tools
This MR is a redo of !53832 (closed) (but starting from 22.0 branch) along the lines of !53205 (merged):
Am adding the optional skipAmbiguityCut property to the photon isEm selector so emulation can be performed on online photons where ambiguity is not computed and they are assumed as unambiguous photons.
By default is set to false to keep same default behavior.
