Draft: Enable HLT offline monitoring at T0 [APR-83]

Elin Bergeaas Kuutmann requested to merge ebergeas/athena:enable-hlt-offline-monitoring-in-T0 into 23.0

Now when ATR-23720 is complete and following the discussion in APR-83 we should now be able to safely turn on the offline monitoring of HLT at T0.
This MR should not be merged before the tests in APR-83 are complete.

Since this has been mostly implemented in MR !61621 (merged) (and !62062 (merged) in progress) I close this MR.
