Draft: TrackingVolumeHelper pass thread safety
This one would be the next assuming

This on top of the other 2 aims on making the TrackingVolumeHelper pass the thread safety checker.
For now looks huge as it contains the other 2 .
It will look much more trivial if the other 2 go in.
Splitting things as we go as I understand people have issues going through the MRs if they are large.
