Include gFex ByteStream decoding in HLT job options

Merged Rafal Bielski requested to merge rbielski/athena:gfex-decoder-hlt into 22.0

Include gFex TOB decoding in the HLT if enableL1CaloPhase1 is True, similarly to eFex and jFex which are already there.

ℹ This conflicts with !55807 (merged) and is in fact already included there, but it is not strictly related to the main aim of !55807 (merged) and has a good chance of being merged independently earlier.
