Tier0ChainTests: fix condition tag for express tests

Accidentally set BKLPA condition tags to run over three TCT express tests in !57385 (merged), fixing this.

This should leave only the two tests with cosmics data failing in the ART tests, for which I asked clarification in ATR-26468.
