Move sTGC threshold calibration to dedicated function

Alexandre Laurier requested to merge alaurier/athena:sTGC_threshold_function into 22.0

Replace 3 repeated pieces of code by one function that returns the charge threshold from a database.

Now the code exists once so that all changes can be easily tracked in the function. The function is also needed for current development in improving the performance of the sTGC digitization.
