TrigInDetValidation: update geometry and conditions for offline data reconstruction in Run3 cosmics ART test

This MR is updating the detector geometry and conditions tag used for offline reconstruction in the Run3 cosmics data ART test. It should have been done in !57388 (merged). Fixes ATR-26511.
