Mark ISF code which is not intended to be used with AthenaMT as ATLAS_NOT_THREAD_SAFE

Following on from !58554 (merged). All ISF code which is only being kept in the release to support ISF_Fatras has been marked as ATLAS_NOT_THREAD_SAFE. This code will be removed from the release once ACTS Fatras has been validated. This code is only being kept in the release to support ISF_Fatras until such time as it can be dropped in favour of ACTS Fatras.

Relates to ATLASSIM-6020.
