CaloTools python tests, retrieve CaloDetDescrManager from CondStore rather than DetStore

This relates also to ATLASRECTS-7438.

Here is just the python unit tests for one package.

To get a green CI I assume we need !59419 (merged) first in.

The python unit tests needs fixing obviously but these should not block the basic CI tests
