Updated condition DB tag config for ITk tracking geometry

Updated configuration of DB tag for ITk tracking geometry to allow for the entire geotag to be used for versioning. This replaces what done in !59662 (closed) by @tstreble.

Also fixes issue observed when running only with ITkStrip and not ITkPixel (OBO @tstreble)

Is is undrafted after discussion at USI meeting on 11/01/2023.
