Purpose
This is a follow-up MR to !59431 (merged) . Adjusting the scheduling so that the event variable container is only scheduled for small-R pflow jet chains. In future it would be good to adjust to schedule this at the very end after all jet trigger chains have run, so we pick up both the PFlow and EM jet pile-up density.
Affects
This fixes the rho value recorded on the tcEventInfo TriggerComposite container. It was previoulsy being set to 0 from other chains using the full scan tracking sequence. It should not affect trigger rates.
